Marathon Urges FERC to Immediately Act on Natural Gas Pipeline Co. 's Over-Recovery of Fuel Gas Outside of Context of Broad Rate Investigation; Northern Natural Pleads for Rehearing of Order Instituting Broad Investigation of its Interstate Pipeline Rates

Marathon Oil Co., a shipper and customer of the pipeline, on 12/22/09 requested rehearing of FERC's 11/19/09 order instituting a broad investigation and hearing of Natural Gas Pipeline Co. of America's (NGPL's) (RP10-147) rates. (FNGR No. 2772, pp1-3) But Marathon's blast focused only on one aspect -the pipeline's Fuel and Lost and Unaccounted For Gas (FL&U) retention percentage rates. Marathon insisted it has already been demonstrated that NGPL retained more than 233 Bcf over and above its actual FL&U for the 10-year period of 1999-2008 and, based on past experience, an additional 24-30 Bcf for 2009. Allowing NGPL to retain yet another 24-30 Bcf in 2010 over and above actual FL&U, pending Commission action upon completion of the Section 5 hearing, is unnecessary, according to Marathon.
