As we enter the last week of August, the RPA led by Mark Grimshaw has failed to make full 2015 BPS payments to more than 15% of farmers who made correct claims.On its own, this is bad enough, but what engenders real frustration and calls into account the ability of RPA to deliver for their customers (yes, they talk about farmers as their customers) is their policy to have no individual communication with anybody.
