This is cuckoo spit which is produced by froghopper grubs so that they can hide inside it. They suck sap from plants but rarely cause much damage. The best way to get rid of them is to remove the cuckoo spit byhand, squashing the grubs inside. Otherwise, use a strong jet of water from a garden hose to blast the froth and the grubs off the plant.
