If you think it's okay to take secret cuttings from other people's plants, think again-it's criminal! If you break into your neighbour's garden shed one night and run off with his new lawn mower, that's stealing. If you slip a packet of seeds into your pocket at the garden centre, that's stealing too. But what if, when no-one's looking, you take a cutting from an exotic shrub at the same garden centre. It won't harm the plant and maybe no-one has lost anything. But garden centres are in business to sell plants, not give them away. So that must be stealing too.
