The British Government proposed new animal welfare legislation on July 14 which defines precisely what is meant by animal cruelty and makes pet owners obliged to took after their pets properly. The proposed law would introduce fines of up to ￡20,000(Euro 30,000) and 12 months in jail for people found gutty of mistreating animals. Anyone under the age of 16 will be banned from owning a pet and goldfish could no longer be given away as prizes.
