Most Building Control Officers have come to rely on the user-friendly 'green' certificates from the ANC when assessing compliance with Approved Document E (ADE) of the Building Regulations with respect to sound insulation. Recent events have resulted in a change to the scheme which replaces the 'green' certificates with an online verification system, providing a far greater level of security. This new verification system is known as ADvANCE which is shorthand for ANC sound test verification for ADE. The ANC Board and its Pre-Completion Testing (PCT) Registration Scheme Committee are taking this necessary action due to two cases of certificate fraud. In a form of backhanded compliment to the value of the ANC registration scheme and the test certification process, it appears that unscrupulous developers may be prepared to digitally alter, or even completely fabricate look-alike certificates.
