The Association of Building Engineers participates in a regional, national and global context contributing, as members of the development team, research advice and consultancy in the generation or review of legislation. This is key to our support of fellow members operating in diverse locations. The skills of the Association enable developments linked to new construction techniques, new materials, processes and methods of delivery. Time has seen a significant increase in the number of organisations and members seeking support. This is often linked to the Association's willingness to listen, share information and take a constructive role in the development and promotion of technology and its delivery. April saw the Association, via its Chief Executive, participate in the National Building Control Conference organised by the Institution of Surveyors, Malaysia. The event took place in Kuala Lumpur under the theme 'Compliance for better building performance'. The programme considered a variety of topics supported by Government members, Association members and other professionals operating within the region. Presentations included a build-then-sell process taking place within Malaysia, presented by Brigadier-General (R) Dato Goh Seng Toh. The paper focused on problems associated with a significant number of abandoned construction projects within Malaysia and the activities undertaken to promote and create a revival of these schemes to meet the housing demands being experienced. In terms of scale, in 2002 there were 544 abandoned projects reflecting an investment in excess of 9 billion US dollars. Activity by 2004 suggests over 200 projects have been revived but progress is stilt very slow. The concern within the system is that individuals have raised funding invested in developments which have yet to be completed and are still financing the loans. These issues relate to the concepts of buying off the plan, build-then-sell, or a combination of both schemes. The feedback from the delegates confirmed that the process is complex and many properties were being delivered to a less than ideal standard and, in some cases, questionable as to fit for purpose.
