The Obama administration and Democrats in Congress are pulling out all the stops as the House Energy and Commerce Committee opens a four-day set of hearings on a carbon trading bill. They hope to pass legislation by July to curb greenhouse gas emissions. Starting with Environmental Protection Agency (EPA) Administrator Lisa Jackson and ending with former vice president and environmental advocate Al Gore, the committee will take testimony from more than 50 people over the course of this week. Of the Obama administration's three main policy goals - reform of health care, education and energy and environmental policy - its desire to create a carbon market is the toughest sell politically.
