Prior to recent terrorist attacks (such as those of 11 September 2001 in the United States, 11 March 2004 in Madrid, and 7 July 2005 in London), law enforcement and intelligence agencies around the globe were aware of increas?ing security threats directed toward critical infrastructure and systems. In the wake of these events, aggressive efforts have been made to protect strategic assets against vulnerabilities. However, vulnerabilities can threaten more than critical infrastructure and related strategic assets. For example, organizations and their constituencies also face a number of security threats which can be inferred from the definition of security as the act of safeguarding a state, or?ganization, or people against danger (Simpson and Weiner, 1989).
