Basic occupational health services and stakeholders' participation.

To the Editor-In China, Basic Occupational Health Services (BOHS) have been developed under a joint effort of World Health Organization (WHO), the International Labor Organization (ILO), and the International Commission on Occupational Health (ICOH) to protect all employees including workers in small-scale enterprises or in the informal sector. Out of the 5 cross-cutting principles in the Regional Framework for Action for Occupational Health 2006-2010, two were described as fostering inter-sectoral collaboration, networking at all levels, and facilitating worker and community participation. Stakeholders' participation is obviously necessary in providing BOHS. So far, some desirable attempts have been carried out. Recently, IJOEH reported on a Participatory Model for Improving Informal Sector Working Conditions in Thailand, an occupational health and safety management model for informal workers. This model was characterized by participatory approaches to collaboration and interaction consisting of four processes, i.e., capacity building, risk analysis, problem solving, and monitoring and control.
