In Mexico, railway operations traditionally were programmed based on experience, rather than an operative plan. In the railway industry, more than in other industries, the gap between the operating and commercial departments has been wide; there are discrepancies between promises made to customers and what operations actually can handle, and the operation is done without considering client needs.
