It was back in July 2005 that Department of Homeland Security (DHS) Secretary Michael Chertoff unveiled his reorganization plan for the agency. To many industry players, the plan was a move in the right direction since it included a new assistant secretary for cyber-security and telecommunications. But after what appeared as a step forward, Chertoff and his departmlnt went quiet and that long silent period seemed to get on a lot of IT security pros' nerves.
