Port reform in Australia: issues in the ownership debate

Australian port reform initiatives have taken on a variety offorms-from out- right sale and transfer of ownership, to the ofparticular assets of infrastruc- ture or services, or to long-termlese arrangements; or in some cases state governments, unable torelinquish control, have opted for corporatization orcommercialization strategies. Reform is driven by the belief thatownership impacts on efficiency and efficiency is perceived to sufferif government either retain ownership or direct control.
