Cinder City was a permanent camp in France, situated hard by Dockland, a few miles from Havre. It contained about 3,000 men, who had all been "broken in the wars." Unfit for further fighting, they were relegated there to do guard city, and to load and unload ships. A notice to motorists at the entrance to the camp read "Dead Slow." Officers who were quartered in Cinder City were wont to say that the notice aptly summarised conditions in the camp itself.
