Clean air to breathe, uncontaminat-ed food to eat and safe water to drink—that's what's essential for the human species to survive. But it seems odd for utility companies selling water to charge so little for their product, considering how vital it is. The courts decided that water is a product, not a service to the public. Water purveyors take the raw material and process it through their facto- ries—water plants—and sell it to customers for a profit. In the U.S., all products sold for a profit have an implied warranty. Therefore, drinking water is warrantied fit for human consumption.
