This paper explores the nature of two IT policies, one isGingapore and one in Thailand. The analysis employed suggests that ITpolicies are socially constructed and thus reflect discourse andideologies that are pervasive in society. As such then a comparisonof the two policies should reflect a difference. This paper arguesthat the differences between the Singaporean and Thai national ITpolicies reflect differences in the discourses that frame the socialconstruction of the policyh in each case.
