A method of compensation for personal injuries‘without fault’should be adopted.The payments should be earnings-related up to a maximum and be paid immediately on proof of incapacity, irrespective of whether the disability is contracted at work or not.There should be no distinction between Sickness and Injury Benefit.The system of compensation should be administered by the Social Security Department or an independent authority.There should be a strong emphasis on accident prevention and rehabilitation as well as compensation. Negligent employers should be penalized by having to pay a special levy, should be served with statutory Improvement Notices, have their establishments closed down if indicated and adequate adverse publicity should be given to unsafe and unhealthy practices within the industry.In the course of time there should be a phased extension of the scheme to all disabled persons, whatever the cause of the disability, natural or acqui
