The 2004 annual work conference of the Chinese Academy of Sciences (CAS) is held at an important moment. It conies when formulation of the State Medium-and Long-term Plan for the Development of Science and Technology (ST) has begun in an all-round way and when the seventh year has just begun for the trial implementation of our Knowledge Innovation Program (KIP) and we are working hard to plan the development of CAS in the future. Here is the theme of our conference: Taking Deng Xiaoping Theory and the important thought of the Three Represents as our guide, ensuring implementation of the guiding principles of the Third Plenary Session of the Sixteenth Central Committee of the Chinese Communist Party and the National Conference on Human Resources Development, fostering the scientific view of development, striving to make the best use of the strategic opportunities we have, doing a good job of planning CAS's medium-and long-term ST development in line with the scientific view of development, working in earnest to implement our development strategy for the new era and ushering in a new stage for KIP experimentation.
