Gas-fired generation owners and operators say the PJMInterconnection is largely responsible for up to $2 billion innonperformance penalties tied to a December 2022 severe coldweather event.In an April 4 complaint (EL23-55), a coalition representingcapacity resources in PJM asked the Federal Energy RegulatoryCommission to require the grid operator to recalculate thecharges, saying that PJM failed both in preparing and respondingto the event.
