Historian and author William Green was quoted as saying: "It is a maxim for successful aircraft development that the chief designer and his project design team should always be principally concerned with future designs, anticipating the needs of the customer. The company that becomes preoccupied with developing an established design may produce an outstanding aircraft as a result, but such a policy is short-sighted if no new prototype is already somewhere in the design process to consolidate this success."Almost all of Hawker's designs were the brainchild of Sydney Camm - often said to be Britain's greatest aircraft designer. Joining Hawker as a senior draughtsman in November 1923, he was appointed the firm's chief designer the following year.By l937,84% of the RAF's aircraft were Camm designs, In 1926, Camm tendered a design in response to an Air Ministry (AM) requirement for a two-seat, all-metal, single-engine day bomber with a maximum speed ofl60mph. His Hart prototype first flew in June 1928 and was chosen for production just a year later in April 1929.
