Transmission owners and customers in New England were joinedby state regulators in urging the Federal Energy RegulatoryCommission to reject a complaint targeting the direct assignmentof operation and maintenance costs for grid upgrades in the ISONew England region to new generators.The complaint (EL23-16), filed in December 2022 by arenewable energy and environmental advocacy group calledRENEW Northeast, argued that ongoing operation andmaintenance, or O&M, costs for grid upgrades have become a“significant burden” for many interconnection customers in thesix-state region.
