The present invention provides a mechanism by which a mobile cellular device operating in a 46 LTE or 5G NR network measures the following cellular network signals and broadcast System Information Broadcast (SIB) messages, extracts the following parameters from those signals and measurements, stores the measured signal parameters and information elements of received messages in memory, and transfers the parameters and message information elements to a remote server for use in constructing a cellular network coverage and capacity map.
