Unlike "common names," which vary with region, language, and other circumstances, scientific names should be constant and applicable in all cultures for the same concept. Thus, they are Latin or treated as Latin, subject to the rules of that languageand to the provisions of the International Code of Botanical Nomenclature regarding formation and proper original publication, as well as fixation of their application by designation of "types."
