摘要

FLOODS CAN AFFECT EVERY PERSON AND EVERYcommunity-but not always equally. Some communities,particularly poorer communities that lack access tomuch-needed resources, struggle harder than others toprepare for and recover from floods. Climate changesare exacerbating these inequalities; tides are rising alongcoasts, atmospheric storms and river floods are comingharder and faster than ever before, hitting the places thathave not been armored against flooding, and emergencyresponse capabilities are feeling the strain.
