A wind moving north up the East River car- ries the scent of salt from New York Har- bor to the United Nations Plaza on Man- hattan's East Side. Across the river, beyond the Gothic ruins of a sanitarium tumbling across the southern tip of Roo-sevelt Island, two black bridge-like struc-tures flank a slim high-rise. Called gantries, the structures were once used to transfer cargo, and even entire rail cars, onto barges crossing New York Harbor—the first stage of a journey to move goods west.
