Tesoro rail project review to last into 2016.

Back in May, Tesoro CEO Greg Goff said that it was likely that a final decision on its proposed rail terminal in Vancouver, Washington (US) would likely have to be put off until 2016 due to an extended regulatory review. Now, Washington state's Energy Facility Site Evaluation Council (EFSEC) has released a schedule that says that its draft environmental statement will not be published until late Nov. of this year, pushing it back from an early date in late July. After that release will come a public comment period-a minimum of one month-after which EFSEC will submit a final report to Governor Jay Inslee. That report now will not be released until early 2016, at which point the governor will have two months to make a decision.
