Regulators in the US state of California are working on amendments to the state's Low-Carbon Fuel Standard (LCFS). The California Air Resources Board (CARB) is looking at making changes to the rule with regard to LCFS credits produced by new low-carbon fuel facilities. Under existing rules, new low-carbon fuels are not eligible to generate fully-fungible LCFS credits until their carbon intensity can be determined on the basis of at least two years of operational data. They can generate provisional credits, but these cannot be sold by the producer until the fuel's low-carbon qualities have been confirmed. CARB is said to be considering changes to eliminate the two-year waiting period in response to complaints that it sets an unreasonably high hurdle for new fuels attempting to break into the marketplace.
