Sources say that changes to Russia's tax code has motivated refiners to reduce output of dirty products such as fuel oil and intermediates such as vacuum gasoil (VGO), but the progress has not been uniform. For instance, while Bashneft has reported that it has completely stopped VGO production at its three refineries in Ufa, other plants have increased it: Rosneft's Tuapse refinery increased VGO output after an upgrade to its vacuum distillation column, with exports from the plant via the Black Sea rising from 30-60K mt (201-402K bbl) each month to an expected 120K mt (804K bbl) in Aug.
