Introduction of steel scrap export quotas postponed in Russia to Q4

Introduction of restrictions on Russian steel scrap exports has been postponed at least to early Q4. The subcommission on tariff and nontariff customs regulation of Russia's Ministry of Economic Development will consider the issue during its meeting tentatively slated for midSeptember. The representatives of various departments, who are the members of the working group on the issue, do not have a consensus on whether the measures are needed. Specifically, the Ministry of Economic Development and Trade together with the Federal Antimonopoly Service are against the restrictions, while the Ministry for Industry and Trade, on the contrary, is supporting the proposal.
