Moscow—Energy relations between Moscow and Beijing are set to intensify yet further after it emerged Monday that Russia has offered China a stake in the major Vankor oil project in East Siberia. The giant field—the jewel in the crown of state-controlled Rosneft’s East Siberian portfolio and a project that has almost singlehandedly maintained Russia’s recent oil production growth—is expected to produce an average of 440,000 b/d this year.
