China Unveils Investment Rules

China has increased restrictions on foreign investment in its refining sector while encouraging foreign company participation in developing unconventional oil and gas resources, according to the latest guidelines published by the National Development and Reform Commission (NDRC). The government will restrict foreign investment in the building and operating of refineries with crude oil distillation capacity of less than 200,000 b/d, up from a previous threshold of 160,000 b/d.
