The talks publicly acknowledged last week between four major Japanese companies over collaborating in the boiling water reactor (BWR) market represent a last-ditch effort to save Japan’s BWR industry. None of the country’s BWRs have restarted since the Japanese nuclear fleet gradually shut down following the March 2011 disaster at Tokyo Electric Power Co.’s (Tepco’s) Fukushima Daiichi plant, and BWR developers and operators are now desperate to maintain both their work- force and their access to BWR technology.
