Washington—The US Environmental Protection Agency plans to deny applications from refiners and their trade groups seeking to move the US Renewable Fuel Standard’s point of obligation, the agency said in a notice Thursday. Monroe Energy, Valero, HollyFrontier, the American Fuel & Petrochemical Manufacturers and the Small Refinery Owners Ad Hoc Coalition all petitioned EPA to shift the responsibility of complying with the federal biofuels mandate away from refiners and importers.
