摘要

Istanbul—The recent thawing of ties between Iraq’s central government and the country’s autonomous Kurdistan region has fueled the prospects of a significant recovery in oil exports from the war-torn producer. But the benefits for both sides are arguably no greater than those likely to be felt by neighboring Turkey, which is set to gain from growing crude transit via its pipelines to the Mediterranean. A provisional agreement reached in November which was subsequently expanded on, ended the almost year long stand-off brought about by the Kurdistan Regional Government’s exports of oil via Turkey independently from Baghdad.
