Hong Kong-Chinese state offshore producer China National Offshore Oil Corporation has secured a government license to export oil products from its 12 million mt/year (240,000 b/d) Huizhou refinery in southern Guangdong province, a refinery source said January 19. The license gives CNOOC an alternative outlet for its fuel output as China's domestic wholesale and retail oil products markets remain in the grip of state integrated oil groups Sinopec and PetroChina.
