DURING his'state of the nation'address in February, South African President Jacob Zuma promised that a government priority this year was finalising and adopting its long awaited beneficiation strategy as official policy. While the idea of adding value to minerals mined in South Africa had been touted by the ruling African National Congress (ANC) party since it gained power in 1994, it was not until April 2009 that the government announced it was putting together an official strategy.
