The question about the genesis and application of various environmental "rules" is frequently asked in training courses, whether they are programs about lead, asbestos, mold, cleaning illicit drug labs or indoor air quality. Not only are the students confused by many of the actual recommendations and requirements, they are equally bewildered as to why some are mandatory and others are voluntary. They also want to know if there are different levels of risk associated with non-compliance.
