USDA released crop sector projections covering 2007/08 through 2017/18 last week at its annual outlook conference in Washington. It's important to note the USDA baseline estimates assume no changes in farm policy. It's not that USDA don't expect any changes in the new farm bill, of course. It's just that assuming 2002 farm bill provisions remain in place allows USDA and Office of Management and Budget economists to estimate how much any changes in farm program provisions in the new farm bill will cost, relative to the baseline. (The baseline used by Congress includes this assumption about no changes to farm programs for the same reason.)
