Direct payments are a simple idea, made complicated by the context in which they operate. This short book examines their implementation in Scotland. It draws on a 2-year UK-wide study on direct payments, funded by the Economic and Social Research Council (ESRC). Part of its usefulness is the very clear picture it gives of the variable impact of a UK-wide policy in the context of devolution. The study asks some pertinent questions about the application of English solutions to Scottish issues, and about the effectiveness of centrally set targets in achieving policy implementation.
