The paper develops semi-empirical models for the forces induced by vortex shedding during steady flow over circular cylinders. The models are based on test data in the Reynolds number range between 10{sup}3<UD/υ<10{sup}5. Four cases are considered, 1) completely stationary cylinder, 2) cylinder undergoing sinusoidal oscillations, normal to the free stream, 3) vortex-induced response of elastic cylinders in simple environments, and 4) elastic response of cylindrical structures in complex environments.
