Some EU member states miss emission deadline

The European Commission has received only five National Allocation Plans from member states setting out their carbon emissions reduction targets,a key step in the EU's C02 emissions trading scheme.The EU's 15 member states were due to submit national plans to the commission by midnight Mar 31 but many countries,including the UK and France,said they needed more time to finalize their figures.
