In its landmark Qatar National Vision 2030 (QNV 2030), the State of Qatar committed to use its hydrocarbon wealth to propel itself forward in terms of human, social, economic, and environmental development - the Four Pillars of the QNV 2030. The scale and speed of this national transformation, especially in regards to essential urban infrastructure, make it an important case study with crucial lessons for other parts of the world with similar goals and challenges in securing additional water resources. Qatar's Public Works Authority, referred to as Ashghal, is investing heavily in key physical infrastructure ahead of the 2022 FIFA World Cup Qatar™ and toward delivering on its share of the QNV 2030. However, alongside the physical infrastructure, Ashghal understands the need to develop its most important resource, its people- in line with the first of the four QNV 2030 pillars. Ashghal understands the importance of building the organizational capacity, capabilities, and competencies necessary to operate and maintain its new assets.
