Legislation should not be required to solve the "boom and bust" effect of the five-year AMP cycles, according to Chris Loughlin, the chief executive of South West Water. "We should be able to have a smooth curve and a smooth sort of spend of capital between us and the supply chain." Speaking at the Westminster Energy, Environment & Transport Forum seminar "The future of the Water Industry - Expectations for the White Paper" last month, Loughlin said that the water companies and the supply chain should get together to solve the problem. "We don't need rules from Ofwat perhaps to help us with that, we should be able to try and do that ourselves, and I think that's a challenge coming out of the White Paper that we should take on with the supply chain."
