Policy development is one of the primary purposes of the League's annual conference, which provides an opportunity to focus on specific issues and prepare a positive program to strengthen cities. All city officials are welcome to attend and may address policy committee meetings, the General Resolutions Committee meeting and the annual business meeting. The principal means for determining League policy on the important issues facing cities is through the League's eight standing policy committees and board of directors. Through this process, the issues facing California cities are debated and a policy direction for the organization is established. Annual conference resolutions represent an additional process for developing League policy.
