We in the League have often measured our success in Sacramento by the number and gravity of bad bills we have killed, not the good legislation we have passed. We hear from legislators that a League visit to their office means, "No. Stop. Don't." While we have frequently supported the passage of much positive legislation, it is our opposition to legislation that restricts city authority or revenues that lingers in the memory of some state legislators.
