The fact that you have suddenly started having problems means that something is attracting the birds; maybe another boat-owner nearby is feeding them? Preventing access with netting is usually a good deterrent but it might be that the ducks are finding a way underneath the net, or possibly even perching on top of it. Plastic owls and foxes with glass eyes are available; however, the birds quickly discover that they do not move and soon return. There is the deterrent of a robotic bird of prey but it is probably a bit expensive for this situation.
