Concerns relating to water rights and water shortages have historically been common to the arid western United States (U.S.). However, with increasing population and changing weather patterns, water shortages are occurring in such unlikely places as Georgia, where Atlanta is experiencing water shortages. Increasingly, the question is arising concerning who has the rights to the use of water.
