THE FEASIBILITY AND DESIRABILITY OF STORMWATER RETENTION ON SITE IN CALIFORNIA AND ON THE WEST COAST

Increasing regulatory pressure exists to maximize or require the retention of stormwater on site and to match post-development surface runoff hydrology to predevel-opment hydrology. However, the feasibility and desirability of retaining stormwater to some design criteria on site has not been vetted technically on a national or regional scale. There has been almost no consideration of technical guidance of the natural water balance. Infiltrating more volume than occurs in natural conditions (as would tend to result from matching runoff hydrology without matching evapotranspiration) could, in many cases, cause problems.
