WHEN RELOCATING TO FLORIDA 20 YEARS AGO, after working in the high desert of southern Nevada where annual average rainfall is 5 inches, the abundance of water resources was clearly evident and striking. For those familiar with Florida’s dramatic ebb and flow of climate cycles and the burgeoning population, although the water resources appear plentiful, there is the knowledge that protection of these resources in coordination with planning for future growth is imperative.
