IG Report Calls For Stronger EPA Oversight Of State Revolving Fund Projects

EPA's Office of Inspector General (IG) is calling for the agency to establish stronger oversight of states' disbursement of funds they receive through EPA's drinking water and clean water state revolving funds (SRFs), citing failures by states to meet many of the conditions included in the 2009 American Recovery & Reinvestment Act (ARRA). But EPA says in its response to the Aug. 24 report that, while it disagrees with many of the conclusions of the report, it is nonetheless implementing "most of the recommendations, which are generally reflective of good management practices." In the report, the IG surveyed the implementation procedures of 13 states and project sites financed by ARRA in five states in order to determine contractors' compliance with the stipulations of the act, such as a "buy American" requirement and Davis-Bacon prevailing wage requirements.
